Delcy Rodriguez delivers German Rubio Salas (aka Alvaro Pulido Vargas) to U.S. justice

Alex Saab's longtime partner, German Rubio Salas (aka Alvaro Pulido Vargas), was recently delivered to U.S. justice by Delcy Rodriguez. Since this site's first report on Saab's "business activities" in Venezuela in 2013, Rubio Salas (an already convicted narco) was identified as the brains behind Saab's operations. This site revealed that, under the alias Alvaro Pulido Vargas, the initial set of construction contracts handed to Saab's Fondo Global de Construcción was ultimately controlled by Pulido Vargas, through a shell registered in Malta (FGDC MALTA HOLDINGS LIMITED). In communications regarding a possible meeting with Saab in Paris in November 2013, this site emailed him a number of questions in advance, one of which was "Cual es la identidad real de Alvaro Enrique Pulido Vargas?", i.e. what is the real identity of Alvaro Enrique Pulido Vargas?

This site knew of German Rubio Salas' ascendancy over Saab since day one. It did not make sense then, or now, that Saab's "success story" was basically that of a glorified front man for a convicted drug cartel boss. Rubio Salas and his sons (Emmanuel & Daniel) were the UBOs of Saab's entire operation from the start. Specifics were demanded of Saab and were never answered. Saab never broke with Rubio Salas. In fact, the pair went on to become Nicolas Maduro's favorite operatives. Delcy Rodriguez knew of this. Jorge Rodriguez too, and Diosdado Cabello. Cilia Flores elevated Saab to untouchable level. Everyone that had connections at the top of the chavista criminal enterprise knew.

The DEA was also aware before 2013. Colombia's current President, Abelardo de la Espriella, ensured that Saab and Rubio Salas kept well ahead of Colombian law enforcement. Italy's Guardia di Finanza was informed when Saab's Italian properties were seized and his gold digging wife was put on the run. Yet, not only Saab and Rubio Salas continued operating at the highest levels in Venezuela, running everything from food imports to PDVSA's trading arm, but Saab became a DEA informant and the agent leading the DEA's investigation leaked confidential information about plans to charge and arrest him in 2019, in exchange for a $73,000 bribe.

Upon Saab's first arrest, in Cape Verde on 12 June 2020, Jorge Rodriguez became one of the most vocal advocates in the campaign to free him, going as far as claiming (without ever presenting proof) that he had been tortured, beaten and was refused cancer treatment. All the while, it was business as usual for Rubio Salas.

Now that Delcy Rodriguez has become Donald Trump's only foreign policy success, Rubio Salas is used as another prop in the propaganda campaign. Sources familiar with Saab's case told this site that Department of Justice's actions these days are dictated purely by Trump's self-enrichment policy, rather than case developments or gathered evidence. There are many examples of the said policy and Saab and Rubio Salas are, perhaps, the best exhibits of what the future looks like to those who can no longer turn access into money. Same sources claim that Tareck el Aissami, Raul Gorrin and others could be extradited in the near future. No such danger hangs over Diosdado Cabello (allegedly a CIA tool) or the Rodriguez siblings, whose freedom depends on just how profitable Venezuela becomes to Trump and his inner circle.
